SB 1076  RELATING TO INSURANCE PREMIUM TAXES        GOH, WAM
        Allows the low income housing tax credit to be
        applied to the insurance premium tax. (MIZUGUCHI BR)


SB 1100  RELATING TO PROCUREMENT                    GOH, WAM
        Provides for indigenous plant use; pollution
        control; energy efficiency/life cycle costing;
        value engineering; qualified community rehab 
        program preference; changes contracting officer 
        to procurement officer; wage compliance contracts
        increased to $25,000; designates county water 
        board chief as procurement officer; settlement of
        default by contractor; county inventory reporting.

SB 1626  RELATING TO PUBLIC CONTRACTS               GOH, JDC
        Places restrictions on award of public contracts
        to persons who made political contributions to
        anyone in the contract process.  (LEVIN)


SB 1559  RELATING TO THE HAWAII PUBLIC PROCUREMENT   GOH, WAM
        CODE
        Adopts provisions for a listing of subcontactors;
        increases the time for protesting an award from 
        five to fifteen days; describes policies.  (KAWAMOTO)


SB 1101  RELATING TO REMEDIES OF PART VII, CHAPTER   GOH, CPN
        103D, HAWAII REVISED STATUTES
        Clarifies protest procedures for contract awards;
        authority and period to debar; resolution of
        contract disputes; violation of law remedies;
        interest on amounts due; hearings: officer/parties
        to the contract/where to file.  (MIZUGUCHI BR)



SB 1391  RELATING TO CONTRACT AND PROCUREMENT FRAUD   GOH JDC
        Establishes bid rigging, the practice of 
        subcontracting with the losing bidder in the
        same contract, as a felony.  (MIZUGUCHI BR) 


        DECISION MAKING TO FOLLOW, IF TIME PERMITS.


Persons wishing to testify should submit 30 copies of their
testimony to the committee clerk, Room 220, State Capitol, 24
hours prior to the hearing. Testimony may also be faxed if less
than 5 pages in length, to the Senate Sergeant-At-Arms Office at
586-6659 or 1-800-586-6659 (toll free for neighbor islands), at
least 24 hours prior to the hearing.  When faxing, please
indicate to whom the testimony is being submitted, the date and
time of the hearing, and the required number of copies needed for
submittal.

If you require special assistance or auxiliary aids or services
to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.

Public Folder.  A folder labeled "Public Folder" containing the
measures and testimonies for the hearing will be available for
shared use by members of the public.
