        Defines "state resident" within the procurement code
        as one who has resided in the State for 200 days of
        the year and filed a Hawaii resident income tax
        return. (Kawamoto, et al)

S.B. 1439  RELATING TO PROCUREMENT            GOH/LRE/TIA, WAM
        Authorizes a procurement officer to use project labor
        agreements to advance the State's procurement interest
        in cost, efficiency, quality, labor-stability, and
        compliance with applicable laws, rules, and
        regulations.  (Kawamoto, et al)
