SB 951 SD1 HD1     RELATING TO EMPLOYEE BENEFIT PLANS.
HSCR 1307          Authorizes the University of Hawaii and the Department of
                Education to establish custodial accounts for the deposit of
                annuity payments of employees of the University of Hawaii and the
                Department of Education. (LAB,FIN)


SB 41 SD1 HD1      RELATING TO TEACHERS.
HSCR 1366          Repeals the sunset date for the Hawaii teacher standards board and
                provides staggered terms for new members. (EDN,CPC,FIN)


SB 550 SD2 HD1     RELATING TO EDUCATION.
HSCR 1301          Removes auditor from responsibility for DOE fiscal accountability
                reports; requires DOE to submit school-by-school expenditure
                reports to the legislature and the governor to include:
                instruction, instructional support, operations, other commitments,
                and leadership expenses. (EDN,FIN)


SB 1154            RELATING TO THE LIBRARY ENHANCED SERVICES PROGRAM.
HSCR 1155          Extend the life of the Board of Education's fee for enhanced
                services program from July 1, 1999 to July 1, 2002. (EDN,FIN)


SB 1155 SD1 HD1    RELATING TO REALLOCATION OF VACANT LIBRARY POSITIONS.
HSCR 1317          Extends the already-existing authority of the state librarian to
                administratively reallocate vacant positions and to establish
                temporary positions. (EDN,LAB,FIN)


SB 1156 SD2 HD1    RELATING TO COST-RECOVERY FEES FOR DELINQUENT LIBRARY ACCOUNTS.
HSCR 1156          Allows the board of education to impose the following fees: a
                cost-recovery fee of not more than $10 as a result of any action
                taken to enforce the collection of costs of lost books and any
                overdue fines and fees charged to a library patron; fees for
                library-sponsored seminars or workshops; and fees for research and
                reference materials published on magnetic media, CD-ROM, or other
                machine-readable form. (EDN,FIN)


SB 1269 SD2        MAKING EMERGENCY APPROPRIATIONS FOR EDUCATION.
HSCR 1181          Appropriates funds for an additional 283 positions and support
                services to students to the DOE for fiscal year 1998-1999.

HSCR 1357          Permits the Board of Education to determine the starting age for
                children entering kindergarten and the first grade. (EDN,FIN)


SB 1638 SD2 HD1    RELATING TO EDUCATIONAL OFFICERS.
HSCR 1412          Requires the DOE and the exclusive representative for bargaining
                unit 6 to study inequities in pay for educational officers, and to
                make a report to the legislature before the regular session of
                2000. (EDN,LAB,FIN)


SB 1641 SD2        RELATING TO THE PUBLIC LIBRARY SYSTEM.
HSCR 1388          Requires the state librarian to include in annual reports on the
                status of the libraries special fund and the fee for enhanced
                services special fund, financial information, and actual
                expenditures of receipts by individual libraries. (EDN,FIN)


SB 43 SD1 HD1      RELATING TO THE UNIVERSITY OF HAWAII.
HSCR 1250          Creates an international advisory board for the Board of Regents.

SB 538 SD2 HD1     RELATING TO THE UNIVERSITY OF HAWAII.
HSCR 1386          Provides greater independence for the University of Hawaii in
                budgetary and administrative matters. (HED/LAB,FIN)
