SB 887             RELATING TO JUDGES FOR THE CIRCUIT COURT.
HSCR 1287          Increases the number of circuit court judges in the fifth circuit
                from one to two. (JHA,FIN)


SB 901 SD2 HD1     RELATING TO THE JUDICIARY COMPUTER SYSTEM SPECIAL FUND.
HSCR 1290          Repeals sunset of Act 203, Session Laws of Hawaii 1996, which
                includes creation of judiciary computer system special fund.

SB 1146 SD1 HD1    RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.
HSCR 1376          Extends the time to process individual Hawaiian home lands trust
                claims. (JHA,FIN)


SB 590 SD1 HD1     RELATING TO RESTRAINING AND PROTECTIVE ORDERS.
HSCR 1288          Clarifies the basis for granting a temporary restraining order.
                Increases the duration of a temporary restraining order. (JHA,FIN)


SB 889 SD1 HD1     RELATING TO THE JUDICIARY.
HSCR 1289          Increase the jury duty service fee from $30 to $40 per day and
                increases the mileage fee for jury duty service from 33 cents to
                37 cents per mile.  Appropriates funds. (JHA,FIN)


SB 921 HD1         RELATING TO DISTRICT COURT.
HSCR 1291          Creates a violation where any person fails to answer to a citation
                or a summons for a traffic violation. (JHA,FIN)


SB 1158 SD1        MAKING AN APPROPRIATION FOR COMPENSATION OF CRIME VICTIMS.

 
HSCR 1323          Appropriates $         to compensate persons and their service
                providers who will be awarded compensation during the period from
                July 1, 1999 to June 30, 2000. (JHA,FIN)


SB 1159 SD1 HD1    RELATING TO CRIME VICTIM COMPENSATION.
HSCR 1284          Repeals 30 percent cap on administrative expenses.  Requires
                commission to appoint, not subject to chapters 76 and 77, an
                administrator. (JHA/PSM,FIN)

SB 1160 SD2 HD1    RELATING TO CONTROLLED SUBSTANCES.
HSCR 1365          Adds definitions for the term ephedrine.  Makes technical
                corrections to the existing law.  Updates record keeping
                requirements for controlled substances from two to five years and
                clarifies that communications by physicians for the purpose of
                disclosing prescription drug abuses is not privileged
                communications. (JHA,FIN)


SB 680 SD1 HD1     RELATING TO FIREWORKS.
HSCR 1324          Allows the counties to regulate the use of non-aerial common
                fireworks through the issuance of certificates of use.  Makes it
                unlawful to possess or purchase fireworks without a valid permit.
                Makes it a misdemeanor to possess, purchase, sell, transfer, set
                off, ignite, or discharge aerial common fireworks without first
                having obtained a license or permit as required by section 132D-7,
                HRS. (JHA,FIN)


SB 1421 SD1 HD1    RELATING TO TAXATION.
HSCR 1292          Allows probation as an option for sentencing for income tax
                offenses. (JHA,FIN)


SB 1462 SD1 HD1    RELATING TO ELECTIONS.
HSCR 1293          Extends the sunset date of Act 27, Special Session Laws of Hawaii
                1995, to June 30, 2001. (JHA,FIN)


SB 223 SD2         RELATING TO A CANINE CORPS IN THE DEPARTMENT OF PUBLIC SAFETY.
HSCR 1248          Requires the establishment of a canine corps in the Department of
                Public Safety. (PSM,FIN)


SB 1163 SD1 HD1    RELATING TO THE RELEASE OF PRE-TRIAL INMATES.
HSCR 1249          Extends for one year the emergency release mechanism for pre-trial
                inmates.  Corrects statutory reference in connection with
                detainees found to be mentally defective or incapacitated.

SB 1274 HD1        RELATING TO PUBLIC SAFETY.
HSCR 1281          Transfers the responsibility of the administration of the night
                security program for selected public schools from the Department
                of Public Safety to the Department of Education.  Authorizes the
                governor to proceed with the development of private in-state
                correctional facilities or an in-state correctional facility
                utilizing public funds or private funds, or a combination of both
                to reduce prison overcrowding, subject to the need for a
                certificate of participation if private funds are used.  Addresses
                the prison overcrowding issue by continuing the comprehensive
                schedule of incarceration alternatives and continuing
                rehabilitative and assistive programs for arrestees and
                incarcerated persons. (PSM/EDN,FIN)


 
SB 1481 SD1        MAKING AN APPROPRIATION FOR THE HAWAII ISLAND VETERANS MEMORIAL
HSCR 1280          INC.
                Appropriates unspecified sum as grant-in-aid to Hawaii Island
                Veterans Memorial Inc. to build a combined veterans center in
                Hawaii county. (PSM,FIN)
