                  CONSTITUTION TO REDISTRIBUTE EXCESS STATE GENERAL FUND REVENUES.
                  Proposes a constitutional amendment to distribute excess
                  revenues equally:  half to taxpayers in the form of a tax refund
                  or credit and half to a "rainy day fund" to be known as the

   HSCR 679       Directs the agribusiness development corporation to establish
                  agricultural parks/developments in the most expeditious and
                  cost-effective manner possible. Appropriates funds for this
                  purpose.  Stipulates that the Hawaii agricultural development
                  revolving fund administered by the agribusiness development
                  corporation shall be the depository for all revenues from
                  assessments, tolls, and appropriations made by the legislature
                  to the fund, and interest on investments attributable to

   HB 1049 HD1    RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.
   HSCR 710       Requires employee organizations who participate in the Health
                  Fund's benefit plans to return to the Health Fund the
                  approximate employers' share of any rate credit or reimbursement
                  from any carrier or self-insurance plan including any earnings
                  or interest. Permits the State comptroller to audit the records
                  of employee organization plans to verify compliance with this
                  requirement. (LAB,FIN)

   HB 1041 HD1    RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.
   HSCR 629       Authorizes the Board of Trustees of the Public Employees Health
                  Fund to use reimbursements and rate credits to benefit

                  corporation (ADC) board.  Extends the repeal date of the ADC

                  years, until July 1, 2001.  Enables ADC to develop, promote,
                  assist, and market export crops and other crops for local
                  markets without the board of agriculture's approval.

                  $19,600,000 to assist the gas utility in providing gas services

   HSCR 465       ASSIST WASTE PROCESSING ENTERPRISES.

   HB 1711 HD1    RELATING TO KANEOHE BAY. (OMR,FIN)
   HSCR 219       Requires any unpermitted pier in Kaneohe Bay existing in
                  whatever form on the effective date of this Act to be considered
                  a nonconforming use, and allows the same to continue although
                  the use does not conform to the laws relating to the management
                  and disposition of public lands and the conservation district.
                  Eliminates the requirement that all sunbathing and swimming
                  piers built on submerged lands have signs placed on them
                  indicating the public's right to use the pier.  Includes private
                  residential noncommercial piers as items not requiring prior
                  legislative and governor approval on easement dispositions.
