HB 1593       RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.
HSCR 249      Designates the respective manager and chief engineer of the county
           boards of water supply as the chief procurement officers for the county
           departments of water supply. (WLU,FIN)

HB 986 HD1    RELATING TO REMEDIES OF PART VII, CHAPTER 103D, HAWAII REVISED
HSCR 513      STATUTES.
           Provides changes to the procurement code to clarify the provisions for
           protests and related available remedies. (JHA,FIN)

HB 139        RELATING TO FEDERAL CONSTRUCTION.
HSCR 678      Defines local resident in the State procurement code. (EDB,FIN)

HB 122 HD1    RELATING TO PUBLIC CONTRACTS.
HSCR 20       Requires the comptroller to adopt administrative rules as may be
           necessary to implement the law relating to the prompt payment of public
           contracts.  Specifies that the administrative rules include a system of
           graduated penalties for violations.  Establishes penalties for failure
           of a contractor to pay a subcontractor promptly. (EDB,FIN)

HB 1338       RELATING TO PUBLIC CONTRACTS.
HSCR 624      Extend the limits on the amount a contractor may withhold from a
           subcontractor to the amounts a subcontractor may withhold from another
           subcontractor for retainage to insure proper performance on public
           contracts.  Repeals prohibition from retaining any amount after 50% of
           the work is satisfactorily performed. (EDB,FIN)

HB 37         RELATING TO FILM PRODUCTION FUNDING.
HSCR 205      Establishes a state revolving film fund within DBED&T; and appropriates
           moneys for documentary film productions relating to the Pacific region.

HB 756 HD1    RELATING TO PUBLIC UTILITIES COMMISSION.
HSCR 382      Establishes the universal service fund as a special fund outside of the
           state treasury to implement the policies and goals of universal
           service.  Appropriates moneys out of the universal service fund to
           carry out the purposes of the universal service program.  Provides that
           the sum appropriated shall be temporarily loaned from the public
           utilities special fund to the universal service fund.  Further provides
           that any unexpended or unencumbered balance of the appropriation will
           lapse into the universal service fund. (EDB,CPC,FIN)

HB 1361 HD1   RELATING TO CHARTER TOUR OPERATORS.
HSCR 721      Requires travel agencies operating charter tours to provide evidence of
           financial ability to perform contractual obligations and periodic
           financial reports.  Provides greater regulatory supervision of travel
           agencies operating charter tours by the State, including enhanced
           authority to conduct audits and examinations. (EDB/TRN,CPC,FIN)
