      Enacts student initiatives in the areas of teacher
      evaluation; school facilities; a departmental safety
      office; college/career counselors; school improvement
      plans; school security attendants; athletic equipment;
      computers, education materials, and furniture;
      curriculum; and co-curricular concerns.

SB 185   RELATING TO EDUCATION                            EDU,WAM
      Establishes the Hawaii state student council, with
      student representatives from each departmental school
      district; requires the council to conduct an annual
      conference of secondary students; and requires the
      council to determine whether to select the student
      member of the BOE or to run an election to select the
      individual.

SB 669   RELATING TO EDUCATION                            EDU,WAM
      Allows the Board of Education to hire its own attorneys
      for issues involving developmentally disabled children.

SB 97    RELATING TO THE TRANSPORTATION OF PUBLIC         EDU,WAM
      SCHOOL STUDENTS
      Requires the department of education to provide suitable
      transportation for students: (1) in rural areas without
      public transportation so that the students may
      participate in sanctioned, organized extra-curricular

 
      school activities; and (2) to and from school, and for
      educational field trips.

      Requires DOE to provide transportation for school-wide
      events to "off track" students who attend multi-track
      schools.

      Repeals sunset date for Hawaii teacher standards board
      and the law providing for the issuance of certificates
      to teachers who are not required to obtain a license or
      credential from the teacher standards board; provides
      staggered terms for new members

      Requires the department of education to adopt an
      extraordinary performance pay plan for elementary and
      secondary public school teachers who demonstrate
      exemplary teaching performance in the classroom.

SB 985   RELATING TO TEACHERS IN RURAL AREAS             EDU, WAM
      Exempts long term substitute teachers in rural areas
      from the teacher standards board rule that limits their

SB 1259  RELATING TO HIRING RETIRED POLICE OFFICERS IN THE
      DEPARTMENT OF EDUCATION                         EDU, WAM
      Allows DOE to hire retired police officers on a contract
      basis so as not to impair any existing retirement

SB 1586  RELATING TO EDUCATION                           EDU, WAM
      Sets coaches' salaries and requires budgeting for

      Makes DOE responsible for the recruitment and
      examination functions of employing educational

SB 179   RELATING TO THE PREVENTION OF PHYSICAL AND SEXUAL

      integration pilot project to implement integrated

      public school complexes.

SB 869    RELATING TO EDUCATION                          EDU, WAM
      Requires department of education to set appropriate
      teacher and counselor to student ratios, and to adjust
      staffing at schools with disproportionate at risk

SB 1187  RELATING TO CIVIL RIGHTS                        EDU, JDC
      Establishes cause of action for discriminatory
      harassment of public school students; authorizes the
      Hawaii civil rights commission to represent public
      school student sin actions alleging discriminatory
      harassment                         (MATSUNAGA, CHUMBLEY)

SB 506   RELATING TO EDUCATION                           EDU, WAM
      Establishes a school choice program for the public
      school system                                     (SLOM)

SB 552   RELATING TO EDUCATION                           EDU, WAM
      Requires the DOE to adopt rules to define what it means
      for a student to "attend either a public or private
      school," with respect to students who attend private
      sectarian and nonsectarian schools, for the purposes of
      determining the student's compliance with the compulsory

SB 871   RELATING TO EDUCATION                           EDU, WAM
      Lowers the compulsory education age from 6 years to 5
      years, making attendance in kindergarten mandatory.
      Requires the BOE to organize and conduct a program of
      public pre-kindergarten education to the extent that
      federal funds are, or from time to time may become,
      available.  Appropriates funds.

SB 964   RELATING TO COMPULSORY SCHOOL ATTENDANCE        EDU, WAM
      Lowers the compulsory school attendance age from 18
      years to 16 years.  Repeals the requirement that a child
      have an alternative education plan before being excluded
      from school for disruptive behavior or chronic truancy.
      Makes attendance at a public school after 16 years of
      age a privilege rather than a right.

SB 203   RELATING TO HIGH-TECHNOLOGY INVESTMENT          EDU, WAM
      Gives financial institutions a franchise tax credit for
      loans or investments made to high technology businesses.

SB 536   RELATING TO COMPUTER AND COMMUNICATION

      Allows state agency heads to purchase computer and
      communication systems with proceeds from the sale of

SB 1251  RELATING TO EDUCATION                           EDU, WAM
      Sets aside interest earned by the educational facilities
      improvement special fund to be used solely for education
      technology; gives legislature sole authority to
      authorize projects                    (D. IGE, FUKUNAGA)

SB 1433  RELATING TO INFORMATION TECHNOLOGY              EDU, WAM
      Creates an information technology special fund, into
      which shall be transferred 1% of all state fund
      appropriations for capital improvements, and will be
      expended solely for the purposes of acquiring,
      installing, and maintaining information technologies (D.
      IGE, FUKUNAGA, LEVIN)

hours prior to the hearing. Please punch three (3) holes on the
left side of 10 copies and two (2) holes on the top of 15 copies
of your testimony. Testimony may also be faxed if less than 5
pages in length, to the Senate Sergeant-At-Arms Office at 586-
6659 or 1-800-586-6659 (toll free for neighbor islands), at least
24 hours prior to the hearing.  When faxing, please indicate to
whom the testimony is being submitted, the date and time of the
hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services
to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.
