SB 538   RELATING TO THE UNIVERSITY OF HAWAII             EDU, WAM
        Provides complete autonomy to the University of Hawaii, by
        making its status comparable to that of the Judiciary.
        Makes all employees subject to the university's personnel
        system.  Eliminates Director of Finance and Governor from
        the University budgetary process.

SB 540   RELATING TO THE UNIVERSITY OF HAWAII             EDU, WAM
        Removes the University of Hawaii from the executive branch.
        Expands the powers of the Board of Regents and increases the
        terms of the Regents.

SB 7    RELATING TO THE UNIVERSITY OF HAWAII             EDU, WAM
        Amends resident tuition requirements for students of
        divorced parents.

        Amends the resident tuition requirements for military
        veteran students.

        Increases Board of Regents membership to 15 and requires
        diversity.

SB 486   RELATING TO THE UNIVERSITY OF HAWAII             EDU, WAM
        Establishes an oral political history of Hawaii program at
        the University of Hawaii.

SB 545   RELATING TO THE UNIVERSITY OF HAWAII             EDU, JDC
        Allows University of Hawaii faculty to engage in certain
        entrepreneural activities without being in violation of the
        code of ethics for state employees.

SB 945   RELATING TO THE UNIVERSITY OF HAWAII             EDU, WAM
        Creates a separate line item in the budget for the small
        business development center at UH-Hilo.  Appropriates funds
        to the center.

SB 1465  RELATING TO THE STATE POST-SECONDARY             EDU, WAM
        EDUCATION COMMISSION
        Establishes a college tuition savings program to be
        administered by the state post-secondary education
        commission for resident and nonresident students at any
        accredited post-secondary educational institution.

SB 546   RELATING TO EDUCATION                            EDU, WAM
        Establishes a community library assistance program through
        which the state library system supports community efforts to
        create and sustain libraries operated largely through
        volunteers.  Provides that the assistance offered to the
        community by the library assistance program is discretionary
        rather than mandatory.

SB 549   RELATING TO LIBRARIES                            EDU, WAM
        Requires state librarian's annual report to the legislature
        on the status of the libraries special fund and the library
        fee for enhanced services special fund to include allocation
        sources and expenditures by individual libraries.

SB 1641  RELATING TO THE PUBLIC LIBRARY SYSTEM            EDU, WAM
        Requires the state librarian to include in annual reports on
        the status of the libraries special fund and the fee for
        enhanced services special fund, information regarding
        financial information and actual expenditure regarding
        receipts by individual libraries and expenditure allotment
        by individual libraries.

SB 1011  RELATING TO THE STATE FOUNDATION ON              EDU, WAM
        CULTURE AND THE ARTS
        Amends the law relating to the SFCA by clarifying the roles
        of the commission, executive director, and foundation staff.
        Specifies that agencies receiving capital improvement
        appropriations are responsible for calculating the 1% due to
        the works of art special fund.  Adds remedies for
        noncompliance.

SB 1453  RELATING TO HISTORIC PRESERVATION                     EDU
        Amends the historic preservation law to provide that the
        intensity of use of historic properties shall be in keeping
        with allowable ranges found in the underlying zoning
        districts.

SB 46   RELATING TO SCHOOL-BASED BUDGETING               EDU, WAM
        Amends chapters 37 and 302A, HRS, to facilitate
        implementation of  financing agreement authorizations and
        the kinds school-based budgeting.

SB 550   RELATING TO EDUCATION                            EDU, WAM
        Removes auditor from responsibility for DOE fiscal
        accountability reports; requires DOE to submit school-by-
        school expenditure reports to the legislature and the
        governor to include: instruction, instructional support,
        operations, other commitments, and leadership expenses.

SB 982   RELATING TO EDUCATION                            EDU, WAM
        Requires DOE to provide general funds to all schools in one
        lump sum.

SB 116   RELATING TO GENERAL EXCISE TAX                   EDU, WAM
        Exempts from the general excise tax all nonprofit groups
        benefiting public elementary, intermediate or high schools.

SB 119   RELATING TO SCHOOL REPAIRS, MAINTENANCE,         EDU, WAM
        AND IMPROVEMENTS
        Increases the school-level minor repair and maintenance
        accounts from $8,000 to $20,000 per school; allows
        principals to hire the department of accounting and general
        services to perform these services; allows these school-
        level accounts to be used for minor improvements; and
        appropriates funds to fund these accounts.

hearing. Please punch three (3) holes on the left side of 10 copies and
two (2) holes on the top of 15 copies of your testimony. Testimony may
also be faxed if less than 5 pages in length, to the Senate Sergeant-
At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor
islands), at least 24 hours prior to the hearing.  When faxing, please

 
indicate to whom the testimony is being submitted, the date and time of
the hearing, and the required number of copies needed for submittal.

interpreter, wheelchair accessibility, or parking designated for the
disabled), please contact the committee clerk 24 hours prior to the
hearing so arrangements can be made.
