EDN/PSM JOINT HEARING
SB 536     RELATING TO COMPUTER AND COMMUNICATION 
SD 1       SYSTEMS                                    EDN/PSM,FIN
        Allows state agency heads to purchase computer and
        communication systems with proceeds from the sale of
        general obligation bonds, including short term general
        obligation bonds.  (SD1)

SB 1274    RELATING TO PUBLIC SAFETY                  PSM/EDN,FIN
        Transfers the functions and authority relating to
        after hours security contracts at Department of
        Education facilities from the Department of Public
        Safety to the Department of Education.

SB 1586    RELATING TO EDUCATION                          EDN,FIN
SD 2       Requires budgeting for athletics when budgeting for
        new schools and requires the DOE to study the issue of
        paying athletic coaches salary in the same manner as

 
        other teachers.  Allows the Board of Education to hire
        its own attorneys for issues involving children with
        disabilities.(SD2)

SB 1251    RELATING TO EDUCATION                          EDN,FIN
        Sets aside interest earned by the educational
        facilities improvement special fund to be used solely
        for education technology; gives legislature sole
        authority to authorize projects.

SB 1638    RELATING TO EDUCATIONAL OFFICERS           EDN,LAB,FIN
SD 2       Requires the DOE and the exclusive representative for
        bargaining unit 6 to study inequities in pay for
        educational officers, and to make a report to the
        legislature before the regular session of 2000.  (SD2)

SB 1272    RELATING TO SCHOOL ATENDANCE                   EDN,FIN
SD 2       Authorizes the BOE to determine the readiness
        standards for kindergarten and first grade attendance.
        (SD2)

SB 1276    RELATING TO THE SUPERINTENDENT OF EDUCATION    EDN,FIN
SD 1       Allows the Board of Education to set the salary of the
        Superintendent of Education for 5 years. (SD 1)

SB 1271    RELATING TO EDUCATION                          EDN,FIN
SD 2       Enables DOE to collect fees for supplementary,
        discretionary instructional services to students
        during times when school is not in session.  (SD2)

SB 1307    RELATING TO SCHOOL PERFORMANCE                 EDN,FIN
SD 1       Requires the DOE to establish a comprehensive
        accountability system, including a student assessment
        program and a school profile which reports on student
        performance measures, school attendance, drop-out
        rates, and parental involvement for each school.
