HB 1085    MAKING EMERGENCY APPROPRIATIONS FOR        EDN/HLT,FIN
        EDUCATION
        To provide an additional 283 Permanent positions and
        $11,100,000 of operating funds to the Department of
        Education for fiscal year 1998-1999.

EDN/HED:
HB 1749    RELATING TO GEOGRAPHY EDUCATION            EDN/HED,FIN
        Appropriates funds to the Research Corporation of the
        University of Hawaii to implement a geography
        education training and staff development program for
        public school teachers based on national geographic
        standards, beginning as a pilot project within the
        Kailua Complex schools.

HB 526     MAKING AN APPROPRIATION FOR THE HAWAII INSTITUTE FOR
        EDUCATIONAL PARTNERSHIPS                   EDN/HED,FIN
        Appropriates funds for the Hawaii institute for
        educational partnerships, which encourages

 
 
        collaboration between the department of education and
        the UH college of education.
EDN ONLY:
HB 1390    RELATING TO SCHOOL REGISTRARS                  EDN,FIN
        Converts 5 temporary, half-time registrar positions to
        permanent, full-time status.  Converts 25 temporary,
        full-time registrar positions to permanent status.
        Creates an additional 4 permanent, full-time
        equivalent, registrar positions.  Appropriates funds
        to the DOE.

HB 855     MAKING AN APPROPRIATION FOR EDUCATION          EDN,FIN
        Appropriates funds for special education.

HB 1716    RELATING TO SPECIAL EDUCATION                  EDN,FIN
        Requires special education students in full-time self-
        contained classrooms and integrated self-contained
        classrooms to be counted as full count regular
        students and full count special education students
        when computing the statewide student-to-teacher ratio.

HB 1389    PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 12, AND
        ARTICLE X, SECTION I, OF THE HAWAII CONSTITUTION, TO
        AUTHORIZE THE ISSUANCE OF SPECIAL PURPOSE REVENUE
        BONDS TO PRIVATE PRIMARY OR SECONDARY 
        INSTITUTIONS                               EDN,JHA,FIN
        Proposes a constitutional amendment to allow the
        issuance of special purpose revenue bonds for private
        primary or secondary educational institutions to build
        or repair facilities.

HB 1328    RELATING TO EDUCATION                      EDN,LAB,FIN
        Requires the DOE to enter into agreements with
        qualified private nonprofit corporations to construct,
        manage, and operate a pilot charter school.  Requires
        the planning, design, construction, and equipping of,
        and the acquisition of lands for, the charter school
        to be done at no cost to the State.

HB 304     RELATING TO THE TRANSFER OF CERTAIN PUBLIC SCHOOLS TO
        THE UNITED STATES DEPARTMENT OF DEFENSE    EDN,PSM,FIN
        Requires the board of education, not later than
        6/30/2000, to transfer control of all public
        educational institutions on United States Department
        of Defense (USDOD) facilities and all other public
        educational institutions attended predominately by
        students residing on USDOD facilities, to the USDOD.

HB 790     RELATING TO DISASTER RELIEF                EDN,LMG,FIN

 
 
 
 
        Requires all new school buildings to be built in
        accordance with hurricane resistant shelter criteria
        adopted by the adjutant general.  Requires the
        adjutant general to adopt hurricane resistant shelter
        criteria to regulate the planning, design,
        construction, and equipping of all new public school
        buildings.
