SB 1279    RELATING TO THE UNIVERSAL SERVICE FUND     EDB,CPC,FIN
SD 2       Establishes the USF as a separate fund outside the
        State treasury; exempts the USF from administrative
        surcharges; provides for repayment of moneys loaned to
        the USF when sufficient moneys are collected in the
        USF; and appropriates $300,000 from USF for the
        universal service program.  (SD2)

SB 949     RELATING TO THE UNIFORM UNINCORPORATED NONPROFIT
SD1        ASSOCIATION                                EDB,CPC/JHA
        Adopts the Uniform Unincorporated Nonprofit
        Association Act.  Provides that a nonprofit
        association is a legal entity separate from its
        members for purposes of transferring real and personal
        property, tort and contractual liability, and legal
        standing. (SD1)

SB 1079    RELATING TO PERMIT PROCESSING              EDB,CPC,FIN
SD1        Changes the name of the consolidated application
        process to the facilitated application process; adds
        county representation to the task force; and sunsets
        the task force on June 30, 2002.  (SD1)


 
 
SB 1140    RELATING TO BUSINESS REGISTRATION          EDB,CPC,FIN
SD2        Clarifies and updates the business registration laws.

SB 1142    RELATING TO THE NAMES OF CORPORATIONS, PARTNERSHIPS,
SD2        AND LIMITED LIABILITY COMPANIES            EDB,CPC,FIN
        Allows a corporation, partnership, limited liability
        partnership, or limited liability company to obtain an
        order of abatement from the director of commerce and
        consumer affairs against an entity registering or
        using a name substantially identical or confusingly
        similar to its own name. (SD2)

SB 59      RELATING TO PUBLIC CONTRACTS                   EDB,FIN
SD1        Penalizes contractors or subcontractors on a public
        contract who withhold a retention amount over five
        percent of a subcontractor's contract price by
        establishing fines and debarment from bidding on
        future public contracts. (SD1) 

SB 1005    RELATING TO PUBLIC CONTRACTS                   EDB,FIN
SD 2       Penalizes contractors on a public contract who do not
        pay a subcontractor within 10 days of job completion
        by establishing fines and debarment from bidding on
        future public contracts. (SD2)

SB 675     RELATING TO CONTRACTOR'S LICENSES              EDB,CPC
SD 1       Requires a state contracting license for federal
        construction projects in Hawaii to the extent allowed
        under federal law.  (SD1)

SB 976     RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC
SD 1       DEVELOPMENT, AND TOURISM                       EDB,FIN
        Establishes construction industry branch within DBEDT.
        (SD1)

SB 1438    RELATING TO GOVERNMENT PROCUREMENT             EDB,FIN
SD 1       Defines "state resident", "state contractor", and
        "state subcontractor" for purposes of the state
        contractor preference for state contracts; increases
        state contractor preference to 15% within the state
        procurement code. (SD1)

SB 1071    RELATING TO SECURITIES                         EDB,CPC
SD 1       Enables small businesses to obtain increased access to
        growth capital by allowing a new form of equity
        financing, the Small Corporate Offerings Registration
        (SCOR) system. (SD1)


 
 
 
 
SB 1072    RELATING TO THE HAWAII CAPITAL LOAN PROGRAM    EDB,FIN
SD 1       Extends the business loan guarantee program and the
        neighbor island preferential business loan interest
        rate.  (SD1)

SB 44      RELATING TO TAXATION                           EDB,FIN
SD 1       Exempts exported services from GET; imposes use tax on
        imported services.  (SD1)

SB 638     RELATING TO TAXATION                           EDB,FIN
SD1        Expands the definitions of "wholesaler" to include
        wholesale services to alleviate the pyramiding of
        general excise and use taxes. (SD1)

SB 1176    RELATING TO THE GENERAL EXCISE TAX LICENSING OF
SD 1       SINGLE-MEMBER LIMITED LIABILITY COMPANIES      EDB,FIN
        Provides an exception from the general excise tax
        licensing, reporting, and tax liability for a single-
        member limited liability company when the member is an
        individual, is licensed, and pays the appropriate
        general excise tax on gross income derived.  (SD1)

SB 1177    RELATING TO THE GENERAL EXCISE TAX             EDB,FIN
SD 1       Clarifies GE tax rates for sales of bulk condiments or
        single-serving packets; and sales of disposable
        nonreturnablefood containers.  (SD1)

SB 1178    RELATING TO THE GENERAL EXCISE TAXATION OF RELATED
SD 2       ENTITIES                                       EDB,FIN
        Clarifies the definition of "related entities" for
        purposes of the general excise tax.  (SD2)

SB 1245    RELATING TO THE INCOME TAXATION                EDB,FIN
SD 1       Increases income tax deductions for businesses from
        50% to 100% for meals and entertainment expenses.
        Allows business entertainment deduction for club dues.
