HB 245     RELATING TO TELECOMMUNICATIONS             EDB,CPC,FIN
        Allows competitors of incumbent local exchange
        carriers to enter into agreements for the exclusive
        control and use of portions of telecommunications
        infrastructure owned by incumbent carriers in rural or
        other underserved areas.

HB 247     RELATING TO TELECOMMUNICATIONS             EDB,CPC,FIN
        Requires the PUC to replace an existing
        telecommunications provider with an alternative
        provider when it determines that an area of the State
        has less than adequate service and the existing
        provider fails to satisfy its burden in response to an
        order to show cause why the commission should not
        authorize an alternative provider for that area.
        Allows the alternative provider to acquire the former
        provider's property by eminent domain as may be
        necessary for the provision of basic local exchange
        service in that area.

HB 381     RELATING TO TELECOMMUNICATIONS         EDB,WLU,CPC,FIN
        Requires public notice and hearing regarding the
        construction or attachment of telecommunication
        antennae and towers/structures.

 
HB 506     RELATING TO TELECOMMUNICATIONS             EDB,CPC,FIN
        Requires local incumbent exchange carriers to remove
        their infrastructure from the public right of way when
        other telecommunications carriers are provided the
        right to serve rural or other underserved areas.
        Authorizes incumbents to negotiate a sale of
        infrastructure to the state or to the other carriers.

HB 814     RELATING TO THE ECONOMY                    EDB,WLU,FIN
        Provides a two-year authorization to the governor to
        provide tax breaks and land lease incentives to assist
        high technology industries that provide jobs for the
        people of Hawaii.

HB 1270    RELATING TO THE UNIFORM UNINCORPORATED NONPROFIT
        ASSOCIATION                            EDB,CPC/JHA,FIN
        Adopts the Uniform Unincorporated Nonprofit
        Association Act.  Gives entity separate identity from
        members for purposes of transfer of real property,
        liability in contract and tort, and standing in a
        claim.

HB 1271    RELATING TO THE UNIFORM PRINCIPAL AND INCOME ACT
                                               EDB,CPC/JHA,FIN
        Repeals the revised uniform principal and income act
        (chapter 557, HRS) and establishes a new uniform
        principal and income act.

HB 1357    RELATING TO EMPLOYEE BUSINESS OWNERSHIP AND
        PARTICIPATION                                  EDB,FIN
        Promotes expanded employee ownership and participation
        in Hawaii businesses.

HB 1364    RELATING TO TECHNICAL ASSISTANCE TO MICROENTERPRISES
        PROVIDED UNDER GRANTS TO NONPROFIT BUSINESS
        DEVELOPMENT ORGANIZATIONS                      EDB,FIN
        Creates, under the DBEDT, technical assistance grants
        to nonprofit business development organizations to
        enable them to provide technical assistance and loans
        to microenterprises.  Appropriation.

HB 1365    RELATING TO BUSINESS DEVELOPMENT CORPORATIONS  EDB,FIN
        Establishes DBEDT regulation over business development
        corporations.  Prohibits the formation of business
        development corporations after the effective date of
        the Act.

HB 1580    RELATING TO GOVERNMENT PROCUREMENT             EDB,FIN
        Defines "state resident" within the procurement code
        as one who has resided in the State for 200 days of

 
 
 
        the year and filed a Hawaii resident income tax
        return.

HB 1646    RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST
        VERTICIL INTERNATIONAL, INC., ESTABLISH A
        MANUFACTURING FACILITY                         EDB,FIN
        Authorizes the issuance of special purpose revenue
        bonds in an amount not to exceed $20,000,000 to assist
        Verticil International, a manufacturing enterprise.

HB 1744    RELATING TO COMMUNITY DEVELOPMENT FINANCIAL
        INSTITUTIONS                               EDB,CPC,FIN
        Appropriates funds, with a requirement for matching
        funds, for the development of community development
        financial institutions.
