The Committee previously held public hearings on Senate bills
that are substantially similar to HB 180 HD1 and HB 1180. Please
focus your testimony on the differences, if any, between the
House and Senate measures identified below.

HB 1027 HD1  RELATING TO TAX EXEMPTIONS FOR AVIATION   ECD, WAM
          TRAINING FACILITIES
          Provides general excise and use exemptions for
          aviation training facilities.

HB 1668 HD1  MAKING AN APPROPRIATION FOR TARO RESEARCH ECD, WAM
          Appropriates funds for taro research by the
          University of Hawaii college of tropical agriculture
          and human resources.

HB 336 HD1 RELATING TO PLANT AND NON-DOMESTIC ANIMAL ECD, WAM
          QUARANTINE
          Requires the department of agriculture (DOA) to
          maintain lists of nonrestricted, restricted, and
          prohibited microorganisms. Provides a procedure for
          allowing the importation and possession of
          restricted microorganisms and the importation of
          microorganisms not on any list on a case-by-case
          basis. Requires DOA to publish interim rules at
          least once statewide and increases the number of
          days currently required for publishing from the date
          of issuance.

HB 138 HD2 RELATING TO AGRICULTURAL GOODS           ECD, JDC
          Provides ownership and certification requirements
          for agricultural goods and commodities.

HB 945 HD1 RELATING TO AGRICULTURAL PARKS           ECD, WAM
          Authorizes DOA to allow lessees to process, market,
          and display agricultural crops and commodities, in
          its agricultural parks including any product created
          through value-added processes. Defines value-added
          process. Allows BOA to adopt rules.

HB 1282   RELATING TO THE HONOKAA-PAAULIO IRRIGATION  ECD, WAM
          DISTRICT
          Authorizes the Department of Agriculture to
          establish water tolls to cover the cost of running
          the Honokaa-Paaulio Irrigation District.

HB 1280 HD2  RELATING TO AGRICULTURE                  ECD, WAM
          Changes the composition of the agribusiness
          development corporation (ADC) board. Extends the
          repeal date of the ADC board under its new
          composition as specified in the bill for two years,
          until July 1, 2001. Enables ADC to develop, promote,
          assist, and market export crops and other crops for
          local markets without the board of agriculture's
          approval. Appropriates funds for the ADC board.

HB 949 HD2 RELATING TO AGRICULTURE                  ECD, WAM
          Authorizes and directs the agribusiness development
          corporation to establish agricultural subdivisions.
          Appropriates funds for this purpose.

HB 367 HD1 RELATING TO WATER CONSERVATION           ECD, WAM
          Establishes a credit against income tax liability
          for taxpayers who install agricultural water storage
          facilities.

HB 180 HD1 RELATING TO AN ALIEN SPECIES COORDINATOR  ECD, WAM
          Creates an alien species coordinator position within
          the department of land and natural resources.

HB 1180   RELATING TO THE LICENSE FOR IMPORTED          ECD
          MARINE LIFE
          Clarifies that the Department may limit the
          possession and sale of certain marine life taken
          from the Northwestern Hawaiian Islands.

HB 1403 HD1  RELATING TO HUNTING                      ECD, WAM
          Establishes hunting advisory council chapters on
          each island.

HB 32 HD2  RELATING TO AGRICULTURE                  ECD, JDC
          Defines "industrial hemp". Authorizes the State to
          allow privately-funded industrial hemp research to
          be conducted in Hawaii when the State department of
          public safety issues a controlled substance
          registration, and the United States Department of
          Justice, Drug Enforcement Administration, issues a
          federally-controlled substance registration for
          research on the agronomic potential of industrial
          hemp. Authorizes the department of safety, in
          cooperation with the Drug Enforcement
          Administration, to monitor all phases of the
          research. Specifies that all agronomic data derived
          from research under this bill be deemed to be
          proprietary in nature and not subject to disclosure
          pursuant to the uniform information practices act.

HB 1706 HD3  RELATING TO FISHERIES                    ECD, WLH
          Strictly limits the possession, purchase, sale, or
          trade of shark fins.

Capitol, 24 hours prior to the hearing. Testimony may also be

islands), at least 24 hours prior to the hearing.  When faxing,
please indicate to whom the testimony is being submitted, the
date and time of the hearing, and the required number of copies
needed for submittal.
