S.B. 1321 RELATING TO OCEAN LEASING                   ECD, WLH
       Encourages public and private interests to invest in
       research and development to demonstrate open ocean
       mariculture in Hawaii, by clarifying that
       commercialization at an appropriate site is possible.
       Allows the processing of ocean leases without prior
       approval of the Governor and prior authorization of the
       Legislature.

S.B. 1066 MAKING AN APPROPRIATION FOR THE HAWAII      ECD, WAM
       TOURISM AUTHORITY
       Proposes an emergency appropriation ($31,000,000) for
       the tourism special fund.

S.B. 1420 RELATING TO RECREATIONAL FACILITIES         ECD, WAM
       Expands responsibilities of the Stadium Authority to
       include the Kapolei Recreational Sports Complex.

S.B. 1083 RELATING TO BOATING ENFORCEMENT             ECD, WLH
       Authorizes the Board of Land and Natural Resources to
       delegate enforcement authority to other designated
       employees, in addition to conservation and resources
       enforcement officers, for the purpose of enforcement of
       boating and ocean recreation programs.

S.B. 1084 RELATING TO DISPOSITION OF LANDS            ECD, WLH

 
       Allows processing of leases or grants of easements of
       submerged lands or lands beneath tidal waters set aside
       by the governor pursuant to HRS 171-11 for commercial
       or recreational harbors without prior approval of the
       governor and prior authorization of the legislature.

S.B. 1086 RELATING TO BOATING PENALTIES               ECD, JDC
       Establishes administrative fines for violations of
       boating laws and rules.  Authorizes the collection of
       fines, damages, and fees and costs.

S.B. 1087 RELATING TO ABANDONED VESSELS               ECD, WAM
       Allows private marinas and yacht clubs to take into
       custody and dispose of vessels abandoned on their
       premises.

S.B. 1088 RELATING TO ENFORCEMENT                     ECD, JDC
       Proposes procedures for the seizure, forfeiture, and
       disposal of natural resources involved in statutory
       violations.

S.B. 1091 RELATING TO AQUATIC RESOURCES               ECD, JDC
       Clarifies and consolidates penalty provisions related
       to aquatic resources.  Reclassifies illegal taking
       methods to a class C felony.

S.B. 1095 RELATING TO HUNTING                         ECD, JDC
       Authorizes an additional two years to allow adequate
       time to implement and evaluate the effect of handgun
       hunting.

S.B. 1099 RELATING TO THE COASTAL AREA PROGRAM        ECD, WAM
       Deletes controlling shoreline erosion and repair of
       seawalls from the responsibilities of the Board of Land
       and Natural Resources.

S.B. 99 RELATING TO WILDLIFE                        ECD, WAM
       Requires the department of land and natural resources
       to preserve, protect, and promote public hunting.

S.B. 942  RELATING TO HUNTING                         ECD, WAM
       Requires DLNR to manage and preserve wildlife
       sanctuaries for public hunting.

S.B. 1613 RELATING TO HUNTING AND TOURISM             ECD, WAM
       Authorizes limited use hunting permits for foreign
       hunters who cannot meet criteria for regular licenses.

S.B. 1258 MAKING AN APPROPRIATION FOR THE ALA WAI CANAL  ECD, WAM
       WATERSHED WATER QUALITY IMPROVEMENT PROJECT         
       Appropriates funds to implement master plan to clean up
       the Ala Wai Canal.

S.B. 1489 MAKING AN APPROPRIATION FOR OCEAN PROGRAMS   ECD, WAM
       Appropriates $40,000 for FY 1999-2000 for PACON
       International; provides funds for 1.5 FTE positions and
       operational expenses to the Pacific Mapping Program of
       the University of Hawaii; appropriates funds for a
       feasibility study for the Waianae Ocean Park.

Persons wishing to testify should submit 25 single-sided, single-
spaced, stapled copies of their testimony with two holes punched
at the top to the committee clerk, Room 201, State Capitol, 24
hours prior to the hearing. Testimony may also be faxed if less
than 5 pages in length, to the Senate Sergeant-At-Arms Office at
586-6659 or 1-800-586-6659 (toll free for neighbor islands), at
least 24 hours prior to the hearing.  When faxing, please
indicate to whom the testimony is being submitted, the date and
time of the hearing, and the required number of copies needed for
submittal.

If you require special assistance or auxiliary aids or services
to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.

Public Folder.  A folder labeled "Public Folder" containing the
