HB 547     RELATING TO ANATOMICAL GIFTS                   HHS/JDC,WAM
HD3        Creates a funding  mechanism  to educate the public
           about  organ   and   tissue   donation.    Requires
           hospitals to report the suitability of patients for
           organ and  tissue  donation.    Creates an advisory
           committee on anatomical gifts.

(Please note:  The Committee on Judiciary will hold decision making on this
measure on Thursday, March 25, 1999 at 9:00 a.m. in conference room 229.)

HB 273     RELATING TO CHILDREN                               HHS,JDC
HD2        Creates new penalties of  Child  Abuse in the First
           Degree and Child Abuse  in the Second Degree; makes
           Child Abuse in the  First  Degree  a Class A felony
           and Child Abuse  in  the  Second  Degree  a Class B
           felony.

HB 1726    RELATING TO FAMILY HEALTH SERVICES                 HHS,WAM
HD1        Appropriates funds  to  provide  necessary funds to
           enable the Department  of  Human  Services to raise
           the  income  eligibility  level  for  the medically
           needy program to one  hundred thirty-three per cent
           of the assistance allowance.

HB 171     RELATING TO HEALTH CARE DECISIONS                  HHS,JDC
HD2        Adopts a  comprehensive,  modified  uniform health-
           care decisions act  which  would permit a competent
           individual to control decisions  relating to his or
           her own medical care.   Establishes a task force to
           review end-of-life care.

HB 1149    MAKING AN EMERGENCY APPROPRIATION FOR THE          HHS,WAM

 


 
HD1        HAWAII HEALTH SYSTEMS CORPORATION
           Emergency appropriation of  $8,000,000 to meet year
           2000 compliance for  systems  and equipment, and to

 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
           reduce  the  workers'  compensation  costs  of  the
           Hawaii Health Systems Corporation.

HB 1153    RELATING TO RETAIL LIQUOR SALES TO MINORS          HHS,JDC
HD1        Allows persons  under  twenty-one  years  of age to
           participate in authorized studies or enforcement of
           laws relating to the sale of liquor to minors.

HB 1115    RELATING TO FOSTER BOARDING HOMES                  HHS,JDC
HD2        Changes the need for annual criminal history checks
           for  foster  boarding  homes  after  the  first two
           years, so that the  subsequent checks may be annual
           or biennial, in  conjunction with the certification
           schedule of the home.  Allows foster boarding homes
           to care for more  than five children to accommodate
           sibling groups.

HB 1117    RELATING TO THE CHILD PROTECTIVE ACT               HHS,JDC
HD3        Brings  Hawaii  into  compliance  with  the federal
           Adoption and Safe Families Act of 1997.

HB 1119    RELATING TO CHILD PROTECTIVE SERVICES              HHS,JDC
HD1        Permits the Director of Human Services, rather than
           the Governor, to  appoint  members to the Blueprint
           Pilot Project, to expand the size of the committee,
           and to extend the project through the year 2002.

HB 1121    RELATING TO THE SUNSET CLAUSE IN ACT 128,          HHS,WAM
           SESSION LAWS OF HAWAII 1997
           Allows the  State  to  continue  to  "opt out" from
           Federal  benefits   prohibitions   to   ensure  the
           continued availability of treatment programs.
