          DECISION MAKING ON THE FOLLOWING BILLS
             (Deferred from February 5, 1999)

SB 992   MAKING AN APPROPRIATION FOR THE HANA        HHS,WAM
        COMMUNITY HEALTH CENTER

        Makes appropriations of $995,720 for FY 1998-1999 and
        $995,720 for FY 1999-2000, to assist Hana Community
        Health Center to meet operational expenses.

SB 855   RELATING TO THE OFFICE OF COMMUNITY         HHS,WAM
        SERVICES

        Establishes a grant writing office within the office
        of community services to secure federal grants.

SB 852   RELATING TO THE CONVERSION OF POSITIONS     HHS,WAM
        IN THE DEPARTMENT OF HEALTH FROM 
        TEMPORARY STATUS TO PERMANENT STATUS

        Requires the Department of Health to convert from
        temporary status to permanent status those positions
        in the department of health that provide mandated
        services to the public.

SB 1033  MAKING AN EMERGENCY APPROPRIATION FOR THE   HHS,WAM
        CHILD AND ADOLESCENT MENTAL HEALTH
        DIVISION

        Authorizes an emergency appropriation to the
        Department of Health for services provided by the
        child and adolescent mental health division.

SB 1018  RELATING TO THE DRUG FORMULARY                  HHS

        Requires the Drug Product Selection Board to designate
        the U.S. Food and Drug Administrations's publication,
        "Approved Drug Products with Therapeutic Equivalence
        Evaluations," including its then current supplements,
        as the State generic drug formulary.


 


 
SB 1021  RELATING TO CLINICAL LABORATORY PERSONNEL       HHS

        Clarifies the categories of licensure of clinical
        laboratory personnel by (1) adding the term "clinical
        to each category of licensure, (2) adding a clinical
        laboratory specialist license category, (3) adding a
        clinical laboratory cytotechnologist category, and (4)
        deleting the laboratory supervisor category of
        licensure.

SB 1022  RELATING TO HEALTH-CARE DECISIONS           HHS,JDC

        Adopts a comprehensive modified uniform health-care
        decisions act which would permit a competent
        individual to control decisions relating to his or her
        own medical care.

SB 1036  RELATING TO PERSONS WITH DISABILITIES       HHS,WAM

        Creates a disability and communication access board
        which consolidates functions of the Commission on
        persons with Disabilities, the Hawaii State
        Coordinating Council on Deafness, and the
        Architectural Access Committee.

SB 1026  RELATING TO THE TRAINING OF EMERGENCY           HHS
        MEDICAL SERVICES PERSONNEL

        Authorizes the Department of Health to approve the
        curricula and syllabi of training course for basic,
        intermediate, and advanced life support emergency
        ambulance personnel under Part XVIII of chapter 321,
        Hawaii Revised Statutes.

SB 1028  RELATING TO VITAL RECORD FEES               HHS,WAM

        Continues funding improvement of the vital statistics
        system and prevention of domestic violence and sexual
        assault.

SB 1030  RELATING TO THE HAWAII HEALTH SYSTEMS       HHS,WAM
        CORPORATION

        Authorizes the Hawaii Health Systems Corporation  to
        issue $30,000,000 in revenue bonds and to appropriate
        such sums for the purpose of planning, designing,
        constructing, equipping, and furnishing facilities
        relating to the Hilo Medical Center and Kona Community
        Hospital.


 


 
SB 1031  MAKING AN EMERGENCY APPROPRIATION FOR THE   HHS,WAM
        HAWAII HEALTH SYSTEMS CORPORATION

        Provides an emergency appropriation to ensure that the
        system and equipment of the Hawaii Health Systems
        Corporation are Year 2000 compliant and to reduce the
        workers' compensation costs inherited by the
        corporation by eliminating the recurring expenses by
        settling appropriate cases.

SB 788   RELATING TO TAXATION                        HHS,WAM

        Creates a system utilizing stamps for payment of the
        cigarette tax by wholesalers & dealers & providing
        criminal & civil penalties for violations.
 
SB 1035  RELATING TO RETAIL LIQUOR SALES TO MINORS   HHS,JDC

        Allows persons under the age of twenty-one years of
        age to participate in authorized studies or
        enforcement of statutory provisions relating to the
        sale of liquor to minors.

SB 1048  RELATING TO FOSTER BOARDING HOMES           HHS,JDC

        Changes the need for a criminal history record check
        from one year to every year for the first two years
        and biennially thereafter to reflect changes to the
        certification statute, section 346-17, Hawaii Revised
        Statutes.

SB 1049  RELATING TO FOSTER BOARD ALLOWANCES FOR     HHS,WAM
        STUDENTS

        Changes the full-time higher education requirement for
        foster board allowances for foster children attending
        an accredited institution of higher learning so that
        certain foster children can attend part-time for the
        first academic year.

SB 1050  RELATING TO THE CHILD PROTECTIVE ACT        HHS,JDC

        (1) Changes definitions and adds to instances of
        "aggravated circumstances"; (2) Allows a summons to be
        served by registered or certified mail if the
        recipient lives outside the State; (3) Clarifies court
        actions when findings of "aggravated circumstances"
        are made; (4) Changes current statute to comply with
        the Adoption and Safe Families Act of 1997; (5)
        Redefines a reasonable time for a child to remain in
        foster care from three to two years.


 


 
SB 1052  RELATING TO CHILD PROTECTIVE SERVICES       HHS,JDC

        (1) Amends Act 302, Session Laws of Hawaii 1996, to
        permit the director, rather than the Governor, to
        appoint members to the Blueprint Pilot Project
        coordinating committee and to expand the size of the
        committee; (2) Allows the committee to adopt
        procedures, rather than rules; (3) Allows the
        department to share information with the neighborhood
        places; (4) Extends the pilot project through june 30,
        2002.

SB 1051  RELATING TO DISCLOSURE OF DEPARTMENT OF     HHS,JDC
        HUMAN SERVICES' RECORDS

        Amends confidentiality statutes to allow the
        department to adopt rules to reflect changes, as they
        are made, in federal statutes and regulations, and to
        expressly allow disclosure to comply with law.

SB 1053  RELATING TO PERSONAL CARE SERVICES PAYMENT   HHS,WAM

        Repeals section 346-64, Hawaii Revised Statutes, which
        is now unnecessary as it deals with personal care
        services which are now provided through the home and
        community-based medicaid waiver programs, chapter
        346D, Hawaii Revised Statutes.

SB 1054  RELATING TO THE SUNSET CLAUSE IN ACT 128,    HHS,WAM
        SESSION LAWS OF HAWAII 1997

        Removes the "sunset" provision on the amendment made
        to chapter 346, Hawaii Revised Statutes, by Act 128,
        Session Laws of Hawaii 1997.

SB 1055  RELATING TO UNCLAIMED FINANCIAL ASSISTANCE   HHS,WAM
        BENEFITS

        Broadens the scope of the financial assistance
        benefits that will be affected by this statute, and
        deletes the language pertaining to the closure of the
        financial assistance case.

SB 159   MAKING AN APPROPRIATION FOR VOCATIONAL      HHS,WAM
        REHABILITATION AND SERVICES FOR THE BLIND

        Appropriation for vocational and rehabilitation and
        services for the blind, DHS.


 


 
SB 1057  RELATING TO THE STATE ADVISORY COUNCIL ON    HHS,LRE
        REHABILITATION

        Updates the law to conform to the federal
        Rehabilitation Act Amendments of 1998.
