SB 1032    RELATING TO INVOLUNTARY PSYCHIATRIC TREATMENT      HHS/WAM
           Authorizes  the  adoption  of  administrative rules
           allowing  an  interdisciplinary   panel  of  mental
           health clinicians  to  review  applications  by the
           Department of  Health  for  involuntary psychiatric
           treatment  with  medication  for  patients  at  the
           Hawaii State Hospital.

SB 1034    RELATING TO THE HAWAII TOBACCO SETTLEMENT          HHS/WAM
PROPOSED   SPECIAL FUND
SD 1       Creates a  Hawaii  tobacco  prevention  and control
           endowment fund and a  governor's  rainy day fund to
           capture  the  money  allotted  to  Hawaii  from the
           settlement  with  the  tobacco  companies; provides
           that  monies  received  as   part  of  the  tobacco
           settlement  be  used   for  the  children's  health
           insurance  program,  early  intervention  services,
           tobacco prevention and  control programs, and other
           public health initiatives run  by the Department of
           Health.

SB 1229    RELATING TO HOUSING                                HHS/WAM
PROPOSED
SD1        Creates a revolving  fund  for homeless assistance;
           amends  conveyance  tax   law   to   allow  25%  of
           conveyance tax revenues to  be paid into the rental
           housing  trust  fund  and  25%  into  the  homeless
           assistance fund;  appropriates  $70,000 for capital
           improvements to  Barbers  Point  for ADA compliance
           and utilities installation.
