SB 1145  RELATING TO THE DEPARTMENT OF COMMERCE AND   CPN,WAM
        CONSUMER AFFAIRS
        Corrected the statutory  reference  to the Director as
        being the Commissioner  of  Securities, and allows the
        department to be  fiscally self-sufficient by creating
        a Commerce and Consumer Affairs Fund.

SB 1126  RELATING TO HAWAII HURRICANE RELIEF FUND    CPN,WAM
        Extends the authorization period to issue reimbursable
        general  obligation  bonds  for  the  purposes  of the
        Hawaii Hurricane Relief Fund. 

SB 1127  RELATING TO INSURANCE                       CPN,WAM
        Establishes the  health  insurance  revolving fund for
        the purpose of providing a  means to pay for the costs
        of regulating health insurance.  

SB 1128  RELATING TO INSURANCE                       CPN,WAM
        Clarifies  and  improves  laws  regulating  insurance,
        including   mutual   benefit   societies   and  health
        maintenance organizations  by:   clarifying provisions
        governing  fines  for   violations  of  the  insurance
        statutes   and   rules;   clarifying   the   licensing
        provisions for fraternal  benefit  society agents; and
        requiring   policies   provided   by   mutual  benefit
        societies and health maintenance organizations to meet
        certain Flesch Reading Ease tests.

SB 1129  RELATING TO INSURANCE                       CPN,WAM
        Mandates  continuing  education  for  general  agents,
        subagents, solicitors, designated representatives, and
        nonresident agents in the State of Hawaii.

SB 1130  RELATING TO HEALTH MAINTENANCE ORGANIZATIONS CPN,WAM

 
                  Amends the provisions  governing fees for certificates
                  of authority for health maintenance organizations.
       
       
       
       
       
       SB 1131  RELATING TO INSURANCE                       CPN,WAM
                  Amends the provisions governing the assessment for the
                  Insurance Examiners Revolving Fund,  and to repeal the
                  sunset provisions for  the  fund  and statutes enacted
                  for accreditation.
       
       SB 1132  RELATING TO THE INSURANCE CODE                  CPN
                  Amends  the   provisions   governing  examination  and
                  investigations of captive insurance companies.
       
       SB 1133  RELATING TO THE INSURANCE CODE              CPN,WAM
                  Amends the provisions  governing  the employees of the
                  Insurance Division.
       
       SB 1260  RELATING TO MOTOR VEHICLE INSURANCE             CPN
                  Deems  motor  vehicle  insurance  coverage  to recover
                  damages from owners or operators of underinsured motor
                  vehicles and personal  injury  protection benefits not
                  applicable where  the  injured  person  was engaged in
                  criminal conduct at the  time of the injury warranting
                  damages.
       
       SB 1261  RELATING TO CAPTIVE INSURANCE               CPN,WAM
                  Authorizes  the   insurance   commissioner   to  adopt
                  administrative  rules  establishing  fees  for captive
                  insurance companies.
       
       SB 1262  RELATING TO CAPTIVE INSURANCE                   CPN
                  Establishes classes of captive insurance companies.
       
       SB 364   RELATING TO TAXATION                        CPN,WAM
                  Includes  within  general  excise  tax  exemption  for
                  insurance companies' gross proceeds, proceeds received
                  by  corporate  attorney-in-fact   in  connection  with
                  administrative  functions   performed   on  behalf  of
                  reciprocal insurers.
       
       
                  DECISION MAKING TO FOLLOW, IF TIME PERMITS.
       
       
       Persons wishing to  testify  should  submit 30 copies (three-hole
       punched) of their  testimony  to  the  committee clerk, Room 414,
       State Capitol, 24 hours prior  to the hearing. Testimony may also
       be faxed if less than 5  pages in length, to the Senate Sergeant-
       At-Arms Office  at  586-6659  or  1-800-586-6659  (toll  free for
       neighbor islands), at least 24 hours  prior to the hearing.  When
       faxing, please indicate to whom the testimony is being submitted,

 
       a
the date and time  of  the  hearing,  and  the required number of
copies needed for submittal.

to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility,  or parking designated for
the disabled), please contact the  committee clerk 24 hours prior
to the hearing so arrangements can be made.
