SB 792   RELATING TO REGULATORY PROCESSES        CPN/LRE,WAM
        Amends   the   automatic   permit   approval   process
        established by Act 164, SLH  1998.  Adds more specific
        requirements    regarding    the    completeness    of
        applications and additional  exemptions to extend time
        limits, and provides for  an expedited appeals process
        for the timely resolution of disputes.

SB 1535  RELATING TO REGULATORY PROCESSES        CPN/LRE,WAM
        Adds conditions and good  cause  exceptions to the law
        providing for the  automatic  approval  of business or
        development-related permits,  licenses,  or approvals.
        Provides that permits  issued  under  the coastal zone
        management law are not subject to the automatic permit
        approval law.

SB 1336  RELATING TO PREPAID HEALTH CARE INCOME   LRE/CPN,WAM
        TAX DEDUCTION
        Provides an  income  tax  incentive  for  employers to
        offer prepaid health  care  benefits to employees that
        are otherwise not entitled to mandatory coverage.

SB 1622  RELATING TO THE EMPLOYEE RETIREMENT SYSTEM   CPN,WAM
        Upon application to the  ERS  board,  allows a Class A
        member to withdraw  for  one  time  only, the member's

 
                  contributions (or  a  portion  thereof)  for financial
                  hardship.  Defines financial hardship.  Requires board
                  to set implementing rules.
       
       SB 194   RELATING TO INCOME TAXATION                 CPN,WAM
                  Provides an income tax  credit  equal to 50 percent of
                  premium cost of a long term care policy.
       
       SB 970   RELATING TO BAIL BONDS                      CPN,JDC
                  Exempts bail  bond  rates  from  insurance rate filing
                  requirements.
       
       SB 1580  RELATING TO MOTOR VEHICLE INSURANCE         CPN,WAM
                  Requires licensure of health care providers delivering
                  services pursuant to a motor vehicle insurance policy.
                  Establishes that  a  provider  overutilizes treatments
                  when the provider  prescribes  or  treats in excess of
                  that  required  by   the   injury.    Establishes  and
                  appropriates   funds    for    a    cost   containment
                  investigator.
       
       
                  DECISION MAKING TO FOLLOW, IF TIME PERMITS.
       
       
       Persons wishing to  testify  should  submit 40 copies (three-hole
       punched) of their  testimony  to  the  committee clerk, Room 414,
       State Capitol, 24 hours prior  to the hearing. Testimony may also
       be faxed if less than 5  pages in length, to the Senate Sergeant-
       At-Arms Office  at  586-6659  or  1-800-586-6659  (toll  free for
       neighbor islands), at least 24 hours  prior to the hearing.  When
       faxing, please indicate to whom the testimony is being submitted,
       the date and time  of  the  hearing,  and  the required number of
       copies needed for submittal.
       
       If you require special  assistance  or auxiliary aids or services
       to participate in the public hearing process (i.e., sign language
       interpreter, wheelchair accessibility,  or parking designated for
       the disabled), please contact the  committee clerk 24 hours prior
       to the hearing so arrangements can be made.
       
       Public Folder.  A  folder  labeled "Public Folder" containing the
       measures and testimonies for  the  hearing  will be available for
       shared use by members of the public.
