HB 1111  RELATING TO YEAR 2000 ERRORS BY COMPUTER-BASEDEDU/CPN,

HD2     SYSTEMS
        Creates a dispute resolution  process for Y2K disputes
        and limits liability for  the private sector regarding
        Y2K errors.  (HD2) (Companion bill:  SB 1320)

HB 460   RELATING TO CHECK CASHING                       CPN
HD2     Provides caps on the fees that may be charged by check
        cashing businesses.   Requires  posted  and a separate
        written notice of fees  to consumers.  Makes violation
        of the check cashing law an unfair or deceptive act or
        practice in the conduct of any trade or commerce under
        section 480-2(a), HRS. (HD1)

HB 657   RELATING TO TIME SHARING PLANS                  CPN
HD2     Provides disclosure  statement  requirements  for time
        share plans in  which  all  accommodations are out-of-
        state.  Allows director to issue six month preliminary
        permit to allow  developer  to begin public offerings,
        subject to conditions. (HD2)

HB 658   RELATING TO CONDOMINIUMS                        CPN
HD1     Postpones requirement  that  developer  of  time share
        plans  situated  within  condominium  projects provide
        purchaser with a public  report prior to making sales,

 
                  provided  that  developer   has  obtained  preliminary
                  permit from the director of DCCA.  (HD1)
       
       HB 664   RELATING TO REQUIRED RESERVES FOR A DEPOSITORY   CPN
       HD1     FINANCIAL SERVICES LOAN COMPANY
                  Permits securities listed on  the NASDAQ as acceptable
                  reserves  for  a  depository  financial  services loan
                  company.  (HD1) (Companion bill: SB 776)
       
       
       
       HB 765   RELATING TO MOTOR VEHICLE RENTAL INDUSTRY   CPN,WAM
       HD1     Allows  rent-a-car  lessors  to  visibly  pass  on  to
                  lessees, concession and  access  fees and charges paid
                  to public  airports,  provided  that  an annual report
                  showing  how  such  fees  and  charges  are  computed,
                  together with their amounts, shall be submitted to the
                  DOT and the DCCA. (HD1)
       
       HB 1034  RELATING TO MOTOR CARRIERS                      CPN
                  Provides  the  public  utilities  commission  with the
                  flexibility needed  to  address  demands  for services
                  where existing carriers are not  able to meet the need
                  due to  unpredictable  circumstances. (Companion bill:
                  SB 1280)
       
       
                  DECISION MAKING TO FOLLOW, IF TIME PERMITS.
       
       
       Persons wishing to  testify  should  submit 35 copies (three-hole
       punched) of their  testimony  to  the  committee clerk, Room 414,
       State Capitol, 24 hours prior  to the hearing. Testimony may also
       be faxed if less than 5  pages in length, to the Senate Sergeant-
       At-Arms Office  at  586-6659  or  1-800-586-6659  (toll  free for
       neighbor islands), at least 24 hours  prior to the hearing.  When
       faxing, please indicate to whom the testimony is being submitted,
       the date and time  of  the  hearing,  and  the required number of
       copies needed for submittal.
       
       If you require special  assistance  or auxiliary aids or services
       to participate in the public hearing process (i.e., sign language
       interpreter, wheelchair accessibility,  or parking designated for
       the disabled), please contact the  committee clerk 24 hours prior
       to the hearing so arrangements can be made.
       
       Public Folder.  A  folder  labeled "Public Folder" containing the
       measures and testimonies for  the  hearing  will be available for
       shared use by members of the public.
