                     Prohibits the distribution of sample
                     tobacco products and promotional
                     materials in any public street, sidewalk,

 
                     or park, or within 1000 feet of any
                     school.

                     Appropriates $2 for soil testing in
                     Village Park and West Loch Fairways.
                     Requires DOH to establish process
                     allowing the involuntary medication of
                     institutionalized psychiatric patients.
                     Requires insurers, mutual benefit
                     societies, and health maintenance
                     organizations to pay all rural health
                     care facilities directly.

                     Requires health insurers to cover hospice

                     Department of Health to license hospice
                     service agencies and set general
                     parameters for such licensing.  Requires
                     Director of Health to adopt rules.

H.B. 632, HD2, SD1   RELATING TO DISABILITIES
                     Creates the developmental disabilities
                     special fund; Requires the Department of
                     Human Services to provide supported
                     living stipends to persons with
                     developmental disabilities or mental
                     retardation (DD/MR); Makes appropriations
                     for DD/MR.

S.B. 788, SD2, HD2   RELATING TO TAXATION
                     Provides that the excise tax on
                     cigarettes shall be imposed and collected
                     through the use of stamps purchased by
                     licensees, and affixed to cigarette
                     packages.  Includes provisions for civil
                     and criminal penalties, and for
                     forfeitures of cigarettes, to be enforced
                     by the police departments, liquor
                     commissions, the attorney general, and
                     prosecuting attorneys.  Mandates repeal
                     of the law in 2005 upon a finding by the
                     legislative auditor that the law has not
                     reduced the loss of tax revenue due to
                     the illegal sale of untaxed cigarettes.

                     Creates a Hawaii Tobacco Settlement
                     Special Fund.  Establishes an Emergency
                     and Budget Reserve Fund.
