                     Establishes a disability and communication
                     access board (board).  Repeals the Hawaii
                     state coordinating council on deafness, the
                     commission on persons with disabilities,
                     and the architectural access committee and
                     consolidates these agencies under the
                     board.

                     assistance allowance.

                     families.

S.B. 131, SD3, HB3   RELATING TO LONG-TERM CARE
                     Requires the Joint Legislative Committee on
                     Long Term Care, in consultation with the
                     Insurance Commissioner, to conduct hearings
                     on the adoption of the July 1998 NAIC Long-
                     Term Care Insurance Model Act and model
                     regulations, and other issues including
                     HIPAA 1996 compliance and ERISA preemption

 
                     of employer mandate provisions. Requires
                     report to the Legislature.  Amends Act 339,
                     Session Laws of Hawaii 1997, to extend the
                     Joint Legislative Committee on Long Term
                     Care until June 30, 2000 and requiring a
                     final report to the Legislature on December
                     30, 1999. Makes appropriation for LTC
                     actuarial study; makes appropriation for
                     insurance division to hire LTC actuary;
                     extends sunset date of JLC.  Makes
                     appropriation for managed long-term care
                     demonstration project.

                     the home.

                     Permits the Director of Human Services,
                     rather than the Governor, to appoint
                     members to the Blueprint Pilot Project, to
                     expand the size of the committee, and to
                     extend the project through the year 2002.

H.B. 1124, SD1       RELATING TO THE STATE ADVISORY COUNCIL ON 
                     REHABILITAITON.
                     Changes name of state advisory council on
                     rehabilitation to state rehabilitation
                     council, increases membership from 19 to
                     21, and clarifies duties.

S.B. 856, SD2, HD2   RELATING TO LONG-TERM RESIDENTIAL CARE
                     1)Consolidates and provides for uniform
                     regulation of various adult residential
                     care facilites and promotes parity of
                     reimbursement for services provided.
                     Establishes an information and referral
                     process through appropriations to the DOH
                     to fund the executive office on aging to
                     implement a statewide initial information
                     and referral screening.  Requires use of a
                     uniform assessment tool.(2)Establishes the
                     adult residential care home personal injury
                     and property damage compensation special
                     fund to compensate the operators of adult
                     residential care homes and other persons
                     for personal injuries and property damage
                     caused by residents who are placed in adult
                     residential care homes by the
                     State.(3)Requires DOH to stop licensing new
                     Type I adult residential care homes on an
                     island until the percentage of ARCH

 
                     vacancies falls below 10% on that island
                     but allows licensing on a case-by-case
                     basis on neighbor islands that demonstrate
                     a need for ARCHs.  Requires DHS, where
                     appropriate, to encourage public-pay
                     clients to use underutilized ARCHs.
