Sir:

     Your Committee on Education and Technology, to which was
referred S.C.R. No. 91, S.D. 1, entitled:

     "SENATE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF
     HEALTH TO FOSTER AN IMPROVED PARTNERSHIP WITH THE UNIVERSITY
     OF HAWAII SCHOOL OF PUBLIC HEALTH (AMENDED TITLE),"

begs leave to report as follows:

     The purpose of this measure is to request the Department of
Health and University of Hawaii School of Public Health to
develop an action plan to enhance their collaborative
relationship.

     Testimony in support of the intent of this measure was
submitted by the Department of Health and the University of
Hawaii.  

     Your Committee finds that both the Department of Health and
the University of Hawaii School of Public Health share the common
mission of fostering the health of the population of the State.
Because of this, the University of Hawaii School of Public Health
is a useful resource for the Department of Health, providing an
educated workforce, and in-depth studies and research to aid in
policy development.  The Department of Health and the University
of Hawaii School of Public Health have already begun to establish
a collaborative relationship, and this measure will ensure this
relationship's future success.
