Sir:

     Your Committees on Higher Education and Health, to which was
referred S.C.R. No. 91, S.D. 1, entitled:

     "SENATE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF
     HEALTH TO FOSTER AN IMPROVED PARTNERSHIP WITH THE UNIVERSITY
     OF HAWAII SCHOOL OF PUBLIC HEALTH,"

beg leave to report as follows:

     The purpose of this measure is to request the Department of
Health and the University of Hawaii School of Public Health to
develop an action plan to enhance their collaborative
relationship, including the establishment of goals and objectives
to accomplish a more formal partnership between the two entities.

     In addition, this measure requests the Department of Health
to report its findings and recommendations to the Legislature
twenty days before the convening of the Regular Session of 2000.

     Your Committees received testimony in support of this
measure from the Department of Health and the University of
Hawaii School of Public Health.  In addition, the School of
Public Health verbally agreed to submit the abovementioned
findings and recommendations to the Legislature after concerns
were voiced by the Department of Health about the appropriateness
of requesting the Department to address matters that were within
the rightful jurisdiction of the Board of Regents of the
University of Hawaii.

     Your Committees find that the University of Hawaii Schools
of Medicine, Nursing, and Public Health form the basis for the
multidisciplinary practice of preventive health care.  Medicine,
nursing, and public health support one another's efforts to
promote "wellness" in people.  Preventive health care has become
increasingly popular with patients and health care professionals,
employees and employers, and insurance companies because it makes
people feel better and saves money.

     For the foregoing reasons, your Committees believe it
essential that the Department of Health and the University of
Hawaii School of Public health collaborate to the fullest extent
possible to ensure that the Department is well-informed of recent
developments, while the School of Public Health is kept apprised
of activities in the field.  This type of collaborative working
arrangement is essential to ensuring that state government makes
the best possible use of its agencies and resources to protect
and promote the health of its people.

     As affirmed by the records of votes of the members of your
Committees on Higher Education and Health that are attached to
this report, your Committees concur with the intent and purpose
of S.C.R. No. 91, S.D. 1, and recommend that it be referred to
the Committee on Finance.
