Sir:

     Your Committee on Consumer Protection and Commerce, to which
was referred S.C.R. No. 30, S.D. 1, entitled: 

     "SENATE CONCURRENT RESOLUTION REQUESTING THE LEGISLATIVE
     REFERENCE BUREAU TO CONDUCT A POLICY AND ISSUE STUDY
     CONCERNING THE UNDERGROUNDING OF OVERHEAD UTILITY
     FACILITIES,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to request the
Legislative Reference Bureau to conduct a policy and issue study
concerning the undergrounding of overhead utility facilities.

     The Department of Design and Construction of the City and
County of Honolulu, GTE Hawaiian Tel, Na Leo Pohai, and two
individuals testified in support of this measure.  Hawaiian
Electric Company, Inc., and the Department of Transportation
supported the intent of the measure.  The Legislative Reference
Bureau and Kauai Electric commented on the measure.

     As affirmed by the record of votes of the members of your
Committee on Consumer Protection and Commerce that is attached to
this report, your Committee concurs with the intent and purpose
of S.C.R. No. 30, S.D. 1, and recommends that it be referred to
the Committee on Finance.
