Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.C.R. No. 116 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
     TRANSPORTATION TO CONDUCT A FEASIBILITY STUDY TO PLAN,
     DESIGN, ACQUIRE LAND, AND CONSTRUCT A SECOND ENTRANCE INTO
     AND EXIT OUT OF WHITMORE VILLAGE,"

begs leave to report as follows:

     The purpose of this measure is to request the Department of
Transportation to conduct a feasibility study to plan, design,
acquire land, and construct a second entrance into and exit out
of Whitmore Village.

     Testimony in support of this measure was received from the
Whitmore Community Association and two individuals.  Testimony in
opposition to this measure was received from the Department of
Transportation.

     Your Committee finds that there is only one roadway into and
out of Whitmore Village.  With the increased number of residents
in Whitmore Village, traffic congestion is severe.  In cases of
emergency, the fact that there is only one way into and out of
Whitmore Village also raises security and safety concerns.
Therefore, an alternate route for entering and exiting Whitmore
Village must be fully explored.

     Your Committee has amended this measure by making technical,
nonsubstantive changes for purposes of style.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee concurs with the intent
and purpose of S.C.R. No. 116, as amended herein, and recommends
that it be referred to the Committee on Ways and Means, in the
form attached hereto as S.C.R. No. 116, S.D. 1.
