Sir:

     Your Committee on Ways and Means, to which was referred
S.C.R. No. 115 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
     TRANSPORTATION TO CONDUCT A FEASIBILITY STUDY TO PLAN,
     DESIGN, ACQUIRE LAND, AND CONSTRUCT ONE OR MORE ADDITIONAL
     BRIDGES INTO WAHIAWA TO PROVIDE A SECOND ENTRANCE INTO AND
     EXIT OUT OF THAT COMMUNITY,"

begs leave to report as follows:

     The purpose of this Concurrent Resolution is to request the
Department of Transportation to conduct a feasibility study to
provide an alternate route for entering and exiting Wahiawa.

     Your Committee finds that Wahiawa is experiencing serious
traffic congestion on its two access routes.  If one of the
access routes is shut down due to flooding or other reasons,
severe traffic congestion for Wahiawa residents and commuters
would result.  Your Committee believes that providing an
alternate route for entering and exiting Wahiawa to relieve the
traffic congestion and ensure adequate access to the area during
emergency situations must be fully explored.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
