Sir:

     Your Committee on Economic Development, to which was
referred S.C.R. No. 107 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
     BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO CONDUCT A
     STUDY OF JAPAN'S IMPORT BEHAVIOR TO ASSIST AND IMPROVE THE
     EFFORTS OF HAWAII'S BUSINESSES IN CONDUCTING BUSINESS WITH
     THAT COUNTRY,"

begs leave to report as follows:
     
     The purpose of this measure is to request the Department of
Business, Economic Development, and Tourism to conduct a study of
Japan's import behavior to assist and improve the efforts of
Hawaii's businesses in conducting business with that country.

     Your Committee received comments on this measure from the
Department of Business, Economic Development, and Tourism
(DBED&T).

     Your Committee finds that there is a considerable variety of
information and assistance currently available on this topic, and
that as a result, DBED&T has been concentrating its efforts in
providing briefings and seminars with timely and relevant
Japanese market information not readily available elsewhere.
While your Committee is supportive of the current efforts of the
department, your Committee believes the collaborative activities
contained in this measure should be pursued.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this
report, your Committee concurs with the intent and purpose of
S.C.R. No. 107, and recommends that it be referred to the
