Sir:

     Your Committee on Education and Technology, to which was
referred S.C.R. No. 105 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE UNIVERSITY OF
     HAWAII COMMUNITY COLLEGES TO ESTABLISH AND OPERATE THE
     PACIFIC CENTER FOR ADVANCED TECHNOLOGY TRAINING AND
     EDUCATION,"

begs leave to report as follows:

     The purpose of this measure is to request the University of
Hawaii Community Colleges to establish and operate the Pacific
Center for Advanced Technology Training and Education.

     Testimony in support of this measure was submitted by the
University of Hawaii Community Colleges.

     Your Committee finds that with all the recent advancements
in telecommunications and information technologies, Hawaii is
presented with significant new opportunities to develop and
diversify its economy.  The Pacific Center for Advanced
Technology Training and Education will provide education and
training programs and services that will meet national and
international industry standards.  Your Committee further finds
that the University of Hawaii Community Colleges have the
expertise and experience to establish such a center.

     Your Committee has amended this measure to add a requirement
for the University of Hawaii to report to the Legislature on the
status of the implementation of this measure prior to the

convening of next regular legislative session.  Your Committee
believes that this will allow for the timely establishment of the
Pacific Center for Advanced Technology Training and Education.

     As affirmed by the record of votes of the members of your
Committee on Education and Technology that is attached to this
report, your Committee concurs with the intent and purpose of
S.C.R. No. 105, as amended herein, and recommends that it be
referred to the Committee on Ways and Means, in the form attached
hereto as S.C.R. No. 105, S.D. 1.
