Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.C.R. No. 103 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
     TRANSPORTATION TO STUDY ALTERNATIVES TO THE KEAAU-PAHOA
     ROAD,"

begs leave to report as follows:

     The purpose of this measure is to study alternatives to the
Keaau-Pahoa Road which is the only thoroughfare in Puna.

     Testimony in support of this measure was received from the
Department of Transportation.

     Your Committee finds that the Keaau-Pahoa Road is not
meeting the increasing demands of the Puna community resulting in
increased traffic congestion.  Therefore, alternate routes must
be fully explored.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee concurs with the intent
and purpose of S.C.R. No. 103 and recommends that it be referred
to the Committee on Ways and Means.
