Sir:

     Your Committee on Finance, to which was referred S.B. No.
921, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO DISTRICT COURT,"

begs leave to report as follows:

     The purpose of this bill is to provide another avenue for
the courts to regulate their own proceedings in an expeditious
and appropriate manner by creating a violation when any person
fails to answer to a citation or a summons for a traffic
violation.

     The Judiciary testified in support of the intent of this
measure.

     Your Committee is concerned that the current draft of this
measure would make the failure to appear for any traffic
violation a separate violation, including decriminalized traffic
violations that allow the submission of a written statement and
that do not require a court appearance.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
921, H.D. 1, and recommends that it pass Third Reading.
