Sir:

     Your Committee on Finance, to which was referred S.B. No.
816, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE CONVENTION CENTER,"

begs leave to report as follows:

     The purpose of this bill is to consolidate state functions
related to tourism by transferring the functions of the Hawaii
Convention Center Authority to the Hawaii Tourism Authority.

     The Department of Business, Economic Development, and
Tourism testified in support of the bill.  The Visitor Industry
Coalition testified in support of the intent of the bill.  The
Hawaii Tourism Authority and two members of the Convention Center
Authority Board submitted comments on the bill.

     Your Committee has amended the bill by deleting its
substance and replacing it with provisions that:

     (1)  Extends the sunset date for the Convention Center
          Authority from June 30, 1999, to June 30, 2001;

     (2)  Merges the Convention Center Capital Special Fund and
          the Convention Center Operations Special Fund into the
          newly established Convention Center Capital and
          Operations Special Fund;

     (3)  Appropriates moneys from the consolidated special fund
          to the Convention Center Authority; and

     (4)  Makes technical, nonsubstantive amendments for clarity.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
816, S.D. 1, H.D. 1, as amended herein, and recommends that it
pass Third Reading in the form attached hereto as S.B. No. 816,
S.D. 1, H.D. 2.
