Sir:

     Your Committee on Commerce and Consumer Protection, to which
was referred S.B. No. 808 entitled: 

     "A BILL FOR AN ACT RELATING TO LIQUOR LICENSES,"

begs leave to report as follows:

     The purpose of this measure is to add to the factors that
the liquor commission may consider in its revocation or
suspension of an existing liquor license, the prevention of
assault.

     The Ala Moana/Kakaako Neighborhood Board, Urban Crime Fax
Network, and one individual presented testimony in support of
this measure.

     Your Committee finds that allowing the liquor commission to
revoke, suspend, or place restrictions on liquor licenses to
prevent criminal activity, specifically assaults, will improve
the safety of Hawaii residents and visitors.  

     As affirmed by the record of votes of the members of your
Committee on Commerce and Consumer Protection that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 808, and recommends that it pass Third
Reading.
