     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 607, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO FIREARMS,"

begs leave to report as follows:

     The purpose of this bill is to develop a commercial hunting
industry by allowing nonresident aliens to bring firearms into
the State for recreational purposes.

     Your Committee received testimony in support of this bill
from the Department of Land and Natural Resources, the Honolulu
Police Department and the Hawaii Rifle Association.

     Your Committed finds that there is a need to expand our
visitor industry by developing niche markets such as recreational
hunting.  Your Committee believes that this measure provides the
necessary safeguards to protect our citizenry while allowing
residents of other states or foreign countries to participate in
Hawaii's recreational shooting and game hunting events.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 607, S.D. 1, H.D. 1, and recommends that it
be referred to the Committee on Finance.
