Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 570 entitled: 

     "A BILL FOR AN ACT RELATING TO THE WAIANAE COAST COMMUNITY
     BENCHMARKING PILOT PROJECT AND APPROPRIATING FUNDS TO
     SUPPORT THE PROJECT,"

begs leave to report as follows:

     The purpose of this measure is to extend the Waianae coast
community benchmarking project through June 30, 2003, and to
appropriate $400,000 to support the work of the project.

     Your Committee finds that the Waianae Coast Community
Benchmarking Pilot Project to develop the economy and improve the
quality of life on the Waianae coast is effective and should be
continued.

     Upon further consideration, your Committee has amended this
bill by deleting sections 3 and 4 of the bill making
appropriations to fund various subprojects of the benchmarking
project and to subsidize the Hawaii Community Services Council
for work on the project.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
