Sir:

     Your Committee on Finance, to which was referred S.B. No.
223, S.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO A CANINE CORPS IN THE
     DEPARTMENT OF PUBLIC SAFETY,"

begs leave to report as follows:

     The purpose of this bill is to assist in the detection and
prevention of drugs in correctional facilities by:

     (1)  Establishing a canine corps in the Department of Public
          Safety (DPS) to implement DPS's policies, programs, and
          objectives; and

     (2)  Appropriating moneys to establish and maintain a canine
          corps in DPS.

     DPS testified in support of this measure.

     Your Committee has amended this bill by:

     (1)  Inserting the appropriation of $1 for each year of the
          1999-2001 fiscal biennium; and

     (2)  Making technical, nonsubstantive amendments for clarity
          and style.

Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
