Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 172 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE
     CHILDREN'S HEALTH INSURANCE PROGRAM,"

begs leave to report as follows:

     The purpose of this bill is to make an appropriation for the
children's health insurance program (CHIP), to be matched by
federal funds.

     Your Committee finds that CHIP is a federal program that was
established under the Social Security Act to provide matching
federal assistance to states to expand Medicaid coverage for
uninsured children and low-income families.  Your Committee
further finds that this bill is necessary to provide health
insurance coverage for many of Hawaii's children.

     Your Committee has amended the bill by changing the amount
appropriated to an unspecified amount to facilitate continuing
discussion on this matter.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B.
