Sir:

     Your Committee on Judiciary, to which was referred S.B. No.
162, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO CHILD PASSENGER SAFETY,"

begs leave to report as follows:

     The purpose of this measure is to increase from three to
four, the age under which children are required to be properly
restrained in a child passenger seat when being transported in a
motor vehicle.

     Your Committee finds that this measure reflects this
National Highway Traffic Safety Administration's standards and
recommendations, and will improve highway safety for young
children.  Under current law, a three year old child may legally
ride in a car restrained by only a standard motor vehicle seat
belt, although such seat belts are designed for much larger
adults.

     Testimony in support of this measure was received from the
Department of Transportation, the Department of Health, the
Commission on Persons with Disabilities, the Honolulu Police
Department, the American Academy of Pediatrics, the Hawaii
Insurers Council, the Keiki Injury Prevention Coalition, Mothers
Against Drunk Driving, and one individual.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your

Committee is in accord with the intent and purpose of S.B. No.
162, S.D. 1, and recommends that it pass Third Reading.
