Sir:

     Your Committees on Economic Development and Transportation
and Intergovernmental Affairs, to which was referred S.B.
No. 1612 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION TO STUDY THE
     FEASIBILITY OF CREATING A LOOKOUT AT WAIMEA BAY ON
     KAMEHAMEHA HIGHWAY ON THE ISLAND OF OAHU,"

beg leave to report as follows:
     
     The purpose of this measure is to appropriate funds to study
the feasibility of creating a Waimea Bay lookout and rest area.

     Your Committees received testimony in support of the intent
of this measure from the Department of Transportation.

     Your Committees find that Waimea Bay is a popular area for
visitors and local residents, particularly during the winter
months of high surf.  The resulting traffic creates a hazard
because of the narrow shoulders along the highway.

     Your Committees are in support of the intent of this measure
and has amended it to delete the specific dollar amount, for the
purposes of further discussion by the Committee on Ways and
Means.

     As affirmed by the records of votes of the members of your
Committees on Economic Development and Transportation and
Intergovernmental Affairs that are attached to this report, your
Committees are in accord with the intent and purpose of S.B.
