Sir:

     Your Committee on Agriculture, to which was referred S.B.
No. 1478 entitled: 

     "A BILL FOR AN ACT RELATING TO PLANTS,"

begs leave to report as follows:

     The purpose of this bill is to require the Department of
Agriculture (DOA) to designate by rule:

     (1)  Restricted plants that may spread an infestation of an
          insect, pest, or disease; and

     (2)  Noxious weeds as restricted plants.

     DOA testified in support of this measure.

     Your Committee notes that this bill will strengthen DOA's
plant inspection program by making it easier to enforce and
assess penalties to importers who import restricted plants
without a permit or in a manner that is contrary to permit
conditions.

     As affirmed by the record of votes of the members of your
Committee on Agriculture that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1478 and recommends that it pass Second Reading and be placed on
the calendar for Third Reading.
