Sir:

     Your Committee on Labor and Public Employment, to which was
referred S.B. No. 1470 entitled: 

     "A BILL FOR AN ACT RELATING TO STATE OFFICERS AND EMPLOYEES
     EXCLUDED FROM COLLECTIVE BARGAINING AND MAKING
     APPROPRIATIONS AND OTHER ADJUSTMENTS,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds for:

     (1)  The Office of the Legislative Auditor;

     (2)  The Ethics Commission;

     (3)  The Legislative Reference Bureau; and

     (4)  The Ombudsman;

to pay for salary increases and other cost adjustments for
officers and employees of the Legislature who are excluded from
collective bargaining.

     The Ombudsman and the State Auditor testified in support of
this bill.

     Your Committee finds that this bill brings the salaries for
certain excluded legislative officers and employees to parity
with other state employees in collective bargaining units 3, 4,
and 13.

     Your Committee has amended this bill to make technical,
nonsubstantive changes for style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Labor and Public Employment that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1470, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as S.B. No. 1470, H.D.
1, and be referred to the Committee on Finance.
