Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.B. No. 1403 entitled: 

     "A BILL FOR AN ACT RELATING TO THE TRAFFIC CODE,"

begs leave to report as follows:
     
     The purpose of this measure is to allow the use of curb
markings in addition to signs to prohibit or restrict stopping,
standing, or parking of vehicles on highways.

     Your Committee received testimony in support of the intent
of this measure from the Department of Transportation.

     Your Committee finds that current law authorizes the use of
highway signs, and the addition of curb markings will provide
another option for marking these restrictions.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of S.B. No. 1403 and recommends that it pass
Second Reading and be placed on the calendar for Third Reading.
