Sir:

     Your Committees on Education and Technology and Judiciary,
to which was referred S.B. No. 1274 entitled: 

     "A BILL FOR AN ACT RELATING TO PUBLIC SAFETY,"

beg leave to report as follows:

     The purpose of this measure is to transfer the functions and
authority relating to after hours security contracts at
Department of Education facilities from the Department of Public
Safety to the Department of Education.

     Testimony in support of this measure was received from the
Department of Public Safety and the Department of Education.

     Your Committees find that the Department of Education is in
a better position to manage and control the security contracts
for their own facilities.  By eliminating the necessity to
involve the Department of Public Safety, the Department of
Education will have improved accountability and management of
their security services and be able to efficiently respond to
their security needs.

     As affirmed by the records of votes of the members of your
Committees on Education and Technology and Judiciary that are
attached to this report, your Committees are in accord with the
intent and purpose of S.B. No. 1274 and recommend that it pass
Second Reading and be referred to the Committee on Ways and
Means.
