Sir:

     Your Committee on Education, to which was referred S.B. No.
1271, S.D. 2, entitled:

     "A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

     The purpose of this bill is to allow the Department of
Education to assess and collect fees for all supplementary
instructional services to students during out-of-school time.

     This measure accomplishes this by expanding the special
summer school and intersession fund into the out-of-school time
instructional program fund.  Under the current law, the
department is authorized to assess and collect fees only for
summer school and intersession programs.

     Your Committee finds that this measure will provide the
department with greater flexibility for individual schools to
design and offer a variety of programs responsive to their
students' needs, and to ensure the adequacy of resources for
doing so.

     As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1271, S.D. 2, and recommends that it pass Second Reading and be
referred to the Committee on Finance.
