Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 1216 entitled: 

     "A BILL FOR AN ACT RELATING TO BICYCLING,"

begs leave to report as follows:

     The purpose of this bill is to provide additional safety for
bicyclists.

     Testimony in support of this bill was received from the
State Department of Transportation, the City and County of
Honolulu Mayor's Advisory Committee on Bicycling, and the Hawai`i
Bicycling League.

     Your Committee finds that bicyclists are now instructed to
ride as near to the right-hand curb as practicable, or on the
shoulder of roadways.  Your Committee further finds that either
of these options may be hazardous in some situations.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 1216 and recommends that it pass Third
