Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 1185, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE STATE AQUARIUM,"

begs leave to report as follows:

     The purpose of this bill is to postpone from June 30, 1999,
to June 30, 2004, the changeover in management over the State
Aquarium.

     Specifically, this bill gives the Board of Regents of the
University of Hawaii more time to transfer management from both
the Research Corporation of the University of Hawaii and the
University of Hawaii Foundation to an as yet undetermined new
management arrangement.

     Your Committee finds that the University of Hawaii's plans
to relocate the State Aquarium to Kakaako will necessitate a
delay in the scheduled transfer of management.  Your Committee
believes that the relocation of the aquarium will play an
important role in the overall economic revitalization of Kakaako.
Your Committee accordingly is willing to allow the university to
subordinate its transfer of management to the relocation of the
aquarium.

     Your Committee has made technical nonsubstantive amendments
for the purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1185, S.D. 1, as amended herein, and recommends that it pass
Third Reading in the form attached hereto as S.B. No. 1185, S.D.
2.
