Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 1168, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO COMMERCIAL DRIVER LICENSING,"

begs leave to report as follows:

     The purpose of this bill is to streamline the process by
which a person possessing a valid commercial driver's licences
issued by other, specified jurisdictions may obtain a Hawaii
commercial driver's license.

     Your Committee received testimony in support of this bill
from the Department of Transportation.

     Your Committee finds that waiving the knowledge and skills
test for persons who hold a valid commercial driver's license
issued in a jurisdiction which requires that person to have met
the minimum federal standards will not detract from safety on
Hawaii's roadways.

     Your Committee has amended this bill by making technical,
non-substantive changes for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 1168, S.D. 1, H.D. 1, as amended herein, and

recommends that it be referred to the Committee on Finance, in
the form attached hereto as S.B. No. 1168, S.D. 1, H.D. 2.
