Sir:

     Your Committee on Finance, to which was referred S.B. No.
1163, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE RELEASE OF PRE-TRIAL
     INMATES,"

begs leave to report as follows:

     The purpose of this bill is to address the overcrowding of
inmates at correctional facilities in the State by extending to
June 30, 2000, the authority of the Director of Public Safety to
grant the emergency release of pre-trial inmates.

     This bill also corrects a statutory reference regarding pre-
trial inmates who are found to be mentally defective or mentally
incapacitated.

     The Department of Public Safety testified in support of this
measure.  The Department of the Prosecuting Attorney of the City
and County of Honolulu and the Honolulu Police Department
commented on this measure.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments for clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1163, S.D. 1, H.D. 1, as amended herein, and recommends that it
