Sir:

     Your Committees on Public Safety and Military Affairs and
Judiciary and Hawaiian Affairs, to which was referred S.B. No.
1163, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE RELEASE OF PRE-TRIAL
     INMATES,"

beg leave to report as follows:

     The purpose of this bill is to extend the authority of the
Director of Public Safety to grant emergency release of pre-trial
inmates until June 30, 2000.

     The Department of Public Safety testified in support of this
measure.  The office of the Prosecuting Attorney of the City and
County of Honolulu testified in opposition to this measure, and
noted a technical flaw present in the relevant Session Laws.

     Upon further consideration, your Committees have amended
this bill by deleting its substance and inserting therein the
general language reflected in H.B. No. 1196, H.D. 1, which was
previously heard by your Committees.  As amended, this bill
addresses the technical flaw noted by the Prosecutor and carries
out the purpose of the original bill.

     As affirmed by the records of votes of the members of your
Committees on Public Safety and Military Affairs and Judiciary
and Hawaiian Affairs that are attached to this report, your
Committees are in accord with the intent and purpose of S.B. No.
