Sir:

     Your Committee on Finance, to which was referred S.B. No.
1147, S.D. 2, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE HAWAII WORKFORCE
     DEVELOPMENT COUNCIL,"

begs leave to report as follows:

     The purpose of this bill is to bring Hawaii into compliance
with the requirements of the federal Workforce Investment Act of
1998 (Act), by amending the duties and composition of the Hawaii
Workforce Development Council (Council).

     The Department of Labor and Industrial Relations, the
Department of Business, Economic Development, and Tourism, the
Department of Human Services, and the Council testified in
support of this measure.  

     Your Committee has amended this bill by:

     (1)  Clarifying that the Council be composed of twenty-nine
          members;

     (2)  Changing the effective date of this bill from September
          15, 2001, to July 1, 1999; and

     (3)  Making technical, nonsubstantive amendments for clarity
          and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1147, S.D. 2, H.D. 1, as amended herein, and recommends that it
pass Third Reading in the form attached hereto as S.B. No. 1147,
S.D. 2, H.D. 2.
